Communities Need Less Parking

Communities need fewer parking spaces for cars.

In a 2019 study, MAPC found that:

Three out of ten spaces sit empty during peak demand
The key factors that drive parking demand are parking supply, transit accessibility and the percentage of deed-restricted units

This study raises important questions about the wisdom of continuing to commit large sections of the land area of our municipalities to be on reserve for parking cars. Such extra space could be used to benefit the open space, environmental sustainability and the need for more housing.

Arlington 2020: the Cost of Low-Density Housing

This is the second in a series of “Arlington 2020” articles. The first article looked at the number of one-, two-, and three-family homes and condominiums in Arlington, and how that housing stock has changed over time. This article will examine changes in the value of those properties. We’re going to look at “value” through the lens of property assessments, so we should start with an explanation of what property assessments are and how they’re used.

A property assessment is simply the Town Assessor’s best estimate of what a property is worth, based on market values. The assessor’s office inspects properties every ten years; during intervening years, assessments are adjusted based on sale prices of similar homes in a given tax neighborhood. For all practical purposes, assessed values tend to trail market values by two years. In my neighborhood, property assessments are spot on — my house was assessed at $501,000 in 2020; during 2018, sales of similar homes in the neighborhood ranged from $495,000 to $520,000.

Condominiums have a single assessed value, which includes land and buildings. Otherwise, assessed values are broken down into land value, building value, and yard items (e.g., a garage or a shed).

Assessed values are used to determine the tax rate. The assessors page on the town website has calculations in worksheet form, but for all practical purposes, it’s just a division problem. One takes the total tax levy and divides by the sum of all property assessments (in thousands of dollars), and that’s the tax rate. An individual’s taxes are the assessed value of their property (in thousands of dollars) multiplied by the tax rate. If an individual owns (say) 1% of the assessed value in town, that individual will pay 1% of the property tax levy.

The main point is that assessed values are based on market values, but with a two-year lag. Consequently, we can use them as a way to see how home prices have changed over time.

With that background information out of the way, we can look at some numbers. Here’s a graph of the median assessed values for condominiums, one-family, two-family, and three-family homes from 2013 through 2020. (the “median” is a value such that half of the assessments are above, and half are below).

As one would expect, two-family homes are worth more than single-family, and three-family are worth more than two. Condominiums have a lot of variety; they could be half of a duplex, or a single unit in an apartment building. But a general upward trend is clearly evident.

These values are straight out of the assessor’s database, and not adjusted for inflation. The Bureau of Labor Statistic’s inflation calculator shows 12% inflation between 2013 and 2020; the %change is pretty considerable, even if one deducts 12% for inflation.

Next, I’d like to dig further into the 1–3 family assessments, by breaking them down into the value of land vs the value of buildings, and showing how that’s changed over time.

There are several things worth pointing out in these breakdowns.

First, note that the land and building values “jump” a bit between 2019–2020. 2020 was one of our full reassessment years, so I’m willing to attribute this to a periodic course correction. The total increase is generally linear, but the land/building composition has changed.

Second, the median land value for single-family homes is higher than the median building value, for all years between 2013–2020.

Third, most of the increases come from changes in land value. I believe this comes down to location, location, and location. Arlington has a well-respected public school system, and it’s close to universities and tech centers is Cambridge and Boston, and office parks in Lexington, Waltham, and Burlington. City amenities are close at hand.

So what does one do about our rising home prices, and in particular, the rising value of land? The first (and perhaps default) answer is to do nothing. Rising property values are a boon to homeowners who purchased a capital asset (i.e., a house) in the past, and have seen its value appreciate over time. The downside of doing nothing is that each year, increasing housing prices create an ever-increasing income threshold for new residents.

An alternative approach would be to allow more (and smaller) units to be built on each lot. This requires reconstruction or redevelopment, but it allows the cost of land to be amortized among several households. More units/lot means more people and more density, but it reduces the income threshold for buying in to Arlington. (Note that the per-unit cost for three-family homes is lower than the per-unit cost for two-family homes. Similarly, the per-unit cost for two-family homes is lower than the cost of a single-family home).

A third article will look at the distribution of housing prices in Arlington, and how the distribution varies by housing type.

What’s important for Housing – a Community Conversation

A portion of Envision Arlington’s town day booth was designed to spark a community conversation about housing. Envision set up a display with six poster boards, each representing a housing-related topic. Participants were given three dots and asked to place them on the topics they felt were most important. Observations

As noted earlier, the cost of housing seemed to be the main issue of concern. This is understandable: housing prices in Arlington (and the region in general) have been on an escalator ride up since about 2000 or so. That’s led to our current high cost of housing, and also to a form of gradual gentrification. When housing is more expensive than it was last year, a new resident in town has to make more money (or be willing to spend more on housing) than last year’s new resident.

I see at least two broad responses to this: one is to keep the status quo, perhaps returning to the inexpensive housing of decades past. The other is for more multi-family housing, and more transit-oriented development. It will be interesting to see how these dynamics play out in the future.

There’s also recognition of the importance of older “naturally affordable” apartment buildings. Arlington was very pro-growth in the 1950s and 1960s; that’s fortunate, because it allowed these apartments to be built in the first place. On the downside, we haven’t done a good job of allowing new construction into the pipeline during recent decades. Buildings depreciate, so a new building is worth more than one that’s ten years old, which is worth more than one that’s twenty years old, and so on. At some point, the old apartments are likely to be refurbished/upgraded, and they’ll become more expensive as a result.

This is only the beginning of the conversation, but at least we’re getting it going.

The Cost of Housing in Arlington

This chart shows the assessed value of Arlington’s low density housing from 2015–2019 (assessed values generally reflect market values from two years prior). During this time, home values increased between 39% (single-family homes) and 48% (two-family homes). Most of the change comes from the increasing cost of land. As a point of comparison, the US experienced 7.7% inflation during the same period. (1)

Arlington has constructed six apartment buildings in the 44 years since the town’s zoning bylaw was rewritten in 1975; we constructed 75 of them in the preceding 44 years.(2) Like numerous communities in the Metro-Boston area, we’re experiencing a high demand for housing, but our zoning regulations have created a paper wall that prevents more housing — including affordable housing — from being built.

Communities need adequate housing, but they also need housing diversity: different types of housing at different price points. The housing needs of young adults are different than the housing needs of parents with children, which are in turn different than the housing needs of senior citizens. As demographics change, housing needs change too. Keeping people in town means providing them with the opportunity to upsize or downsize when the need arises.

If Arlington’s housing costs had only increased with the rate of inflation, the cost of single family housing would average $581K, over $170K less than today. The median household income in Arlington is about $103K/year.(3) Buying an average single family-home with that income on a typical 30-year mortgage would require approximately 46% of a household’s monthly income.(4)

Either homes in Arlington will only be available to people who have much more substantial incomes than current residents, or the town will find a way to balance the rapidly growing cost of land against the housing needs of its current citizens, those still in school, those preparing to downsize as well as those looking for a bigger space.

In addition, Arlington’s commercial economy will thrive with a greater number of housing units so we can keep the empty nesters, and the new college graduates who have lived in the town for years, as well as welcome new Arlingtonians to support our local businesses, restaurants and other services.

Our Town, like others in the state, is looking for ways to balance the needs of our citizens with the market forces of rising land costs while maintaining a healthy, diverse community.

HCA’s New Vision for 10 Sunnyside Ave

The Housing Corporation of Arlington (HCA), the Town’s non-profit housing developer, is excited to create a new development on Sunnyside Ave with 43 new affordable homes. The homes will be a diverse mix of sizes and serve people of different incomes, all under 60% of the area median income. Arlington and the entire Greater Boston region have a severe shortage of affordable housing, which this project will help to address. Arlington’s Master Plan, Housing Plan, and Housing Trust Action Plan all acknowledge the need to create significantly more affordable housing.

The HCA’s new Sunnyside Ave proposal is located just off Broadway, near the Alewife Brook DCR Greenway and the Somerville line; it’s a great location near a supermarket, bus lines, and a modest walk to Davis Square. Currently, the site is a dilapidated former auto body shop. The proposal is designed to meet the specific needs of HCA’s residents and the Arlington community. The development will be Passive House certified. It includes 21 vehicle parking spaces, approximately 70 bike parking spaces, and a 2nd floor roof garden for tenants to enjoy. The development also includes a community room that the HCA will share with other local groups. The project will also add a sidewalk on Sunnyside Ave where there currently isn’t one. HCA owns the site and expects to start seeking zoning approval in the spring.

Building affordable housing is a long and complicated process, due to the permitting process plus the number and complexity of funding sources needed. The state’s Department of Housing and Community Development receives many more requests than they can fund in every funding round. We expect to complete the permitting process in 2023, secure our financing by the end of 2024, and start construction in early 2025. With an expected construction timeline of around one year, HCA expects to see tenants moving into the building in spring, 2026. A public forum on the project is anticipated in the coming months. Given the complicated funding and permitting challenges, your monetary and public support of our new development on Sunnyside Ave would be appreciated.

The Housing Corporation of Arlington is a non-profit, community-based developer and owner of affordable housing in Arlington. It owns 150 units of affordable rental housing in all parts of town. The units are occupied by a diverse mix of families and individuals. HCA has been purchasing, rehabilitating, and building new housing since 2000, and also provides social service programs to support family stability and build community connection and engagement. A vision for a greener, cooler, more inclusive Arlington takes shape

Some years back, I took a bus ride to a climate rally in New York City with a bunch of other activists. My seatmate was 12 years old, a smart kid from the suburbs who had never been to New York. As we approached Manhattan on the Cross Bronx Expressway, he looked out at a block of concrete apartment buildings and said something like: This is what happens when you don’t care about the environment. Actually, I replied, this is green living: People live close together; they can walk or take public transit; they live in apartments, share walls and heat and are relatively energy efficient; their carbon footprint is far lower than a family in a “green”, leafy single-family suburban house.

But my traveling companion was not altogether wrong about what he saw: New York, Boston, and every other city are now at pains to make a humane, equitable adaptation to a changing climate. We don’t want to create living spaces that bake in the sun’s heat, that have no shade or greenery or open space, surrounded by asphalt and highway, beset with deadly particulate pollution, flooding risk, and polluted stormwater runoff. Heat and air pollution are an expensive and deadly burden that fall especially heavily on low- and middle-income folks — a burden cruelly increasing with climate change.

As we decide what kinds of housing we are going to encourage in Arlington, we can do things in a more compassionate and inclusive way. We can incorporate environmental and aesthetic concerns, while allowing a mix of housing types that accommodate people of diverse incomes, family sizes, and life stages.

We can address both the climate crisis and the crisis-level housing shortage in Greater Boston. Environmental concerns are not a reason to say no to new housing. Rather, they are a part of the housing solution, in Arlington and regionally.

As Laura Wiener detailed in another post, The Housing Corporation of Arlington development at 10 Sunnyside (between Broadway and Mystic Valley Parkway, near Route 16), is an excellent example of implementing environmental/sustainability measures in an affordable (i.e. income-subsidized) multi-family dwelling. It is Passive House certified: An extremely stringent standard, using a combination of advanced and repurposed materials, high- and low-tech, to provide human comfort while bringing energy use to an absolute minimum.* The development features plentiful bike parking and a roof garden. It converts previously impervious pavement to landscaping, like planters, where stormwater can infiltrate the ground rather than carrying unfiltered pollutants into Arlington’s water bodies.

Another example of green infrastructure lives charmingly and unassumingly on some of our street corners. In 2020, Arlington installed rain gardens at the corner of Milton Street and Herbert Road in East Arlington. These little curbside oases act as a kind of green filter for storm water, catching pollutants (Fertilizer! Salt! Dog poop! Oil! Brake dust!) before they reach Alewife Brook and the Mystic River. Perhaps co-sited with new housing, wider buildout of rain gardens could keep nutrient pollution out of Spy Pond, preventing nasty algae growth which literally suffocates other aquatic life.

A caveat: We must take care not to load so many creative requirements onto new housing that it doesn’t get built at all. We need the housing. (See “The Problem with Everything-Bagel Liberalism” by Ezra Klein in the New York Times.) And under the new MBTA Zoning that we are required to implement, we must allow three-family housing in our new multi-family zones by right, i.e. without extra requirements or rigamarole.

But we could decide to add incentives to allow more housing above those requirements if such environmental improvements (rain gardens, green roofs, pollinator habitat, Passive House innovations, etc.) are included. Every new building is an opportunity for environmental adaptation. A vision for a greener, cooler, more inclusive Arlington takes shape. We can do this.

New housing development provides an opportunity to incorporate inclusive, environmentally friendly, win-win adaptations. Our environmental and housing goals must not be in tension with each other. With a coordinated approach, we can address the challenges of pollution, climate change, and our chronic and unjust housing shortage.

*As far as I can tell, only two other buildings in all of Greater Boston are Passive House certified: A new multi-family in Roxbury, and a single-family in Somerville.

In Support of the Tenants of 840/846 Massachusetts Avenue

Equitable Arlington, along with City Life/Vida Urbana and the Harvard Legal Aid Bureau, supports the legacy tenants of 840/846 Massachusetts Avenue in their resistance to rent increases of up to 50%. We urge the buildings’ owner, Torrington Properties, to continue negotiating an agreement with the tenants rather than pursue legal action likely to end in housing court. If more gradual increases are incompatible with Torrington’s business plan, we hope to see the sale of the property to the Housing Corporation of Arlington or another buyer who is committed to keeping the existing tenants in their homes.

The property, whose two larger buildings date to 1940 and 1963, faces Arlington High School, within easy reach of shopping and transit. It occupies one of relatively few spots in Arlington where people can live without a car. (Equitable Arlington and the MBTA Communities plan seek to encourage exactly this kind of housing.) Many of the middle- and lower-income tenants have been there for decades, including teachers, musicians, and some Section 8 voucher recipients. Some are immigrants with limited English. Laura Frost, who has lived there for 20 years, describes the apartments as “unofficial,” and therefore legally unprotected, affordable housing. Erica Schwarz, executive director of the Housing Corporation of Arlington, concurs: “There are so few places where low-income tenants are in units that aren’t restricted.”

When Torrington Properties bought the buildings in 2019, it did not raise rents right away. Instead, the company pursued a familiar strategy of remodeling apartments when tenants moved out and then marketing them as “luxury” units. More recent arrivals are paying typical market rents. Of the longtime residents, several have left because they were worried about being pushed out to make way for more remodeling and steep rent increases, says Frost, who leads the tenants’ association. All have been tenants at will since Torrington bought the property, with their rents not rising but also not guaranteed by 12-month leases. In November 2022, she says, Torrington distributed a list of target rents for all of the units. A few months later, it informed legacy tenants, then about 20 in number, that they needed to either sign leases at the new rates or move out.

“Our position was never ‘You can’t raise rents ever,’” says Frost, who recognizes that Torrington can legally set rents at any level. Working with City Life/Vida Urbana, she hoped for an agreement for more gradual rent increases, like the one Torrington had just reached with tenants near Forest Hills in Boston. By last spring, however, negotiations had broken down. A rally she organized in September drew Reps. Garballey and Rogers. In February, Torrington sent the legacy tenants notices to quit. We are encouraged that negotiations have since resumed. At the same time, we support a more sustainable option for these tenants and anyone who lives there in the future, as well as Arlington as a whole: a commitment, perhaps by a new owner, to keeping some units affordable in the long term.

Schwarz, of the Housing Corporation of Arlington, has discussed purchasing the property from Torrington, which named a price she describes as “a few million dollars more” than HCA can offer. She has been exploring alternative ways to structure a purchase. This would include drawing on the Town of Arlington’s ARPA funds, as well as seeking mission-aligned equity partners for the project under a “mixed income” model. This would not displace any current tenants, but would, over time, provide a very high percentage of affordable units at a range of income levels, while also providing middle-income and market rate units.

Equitable Arlington supports common-sense reforms that allow for more housing options and tenant protections for current and future Arlington residents. We support increased funding for affordable housing, both through the Affordable Housing Trust Fund and state and federal subsidies, and a wider range of housing choice for every income level and every life stage. We also champion housing that is sustainable, equitable, and accessible, including locating additional housing near public transportation, all of which we believe will make Arlington an even more welcoming community.
